Arena, meanwhile, is the Black Ops 3 system for ranked competitive play. Gamers who can string together consecutive wins brings them progressively higher ranks, all the way up to the elite Masters Division. Tweaks to the new Specialist system were also introduced, enabling a Draft pre-match selection process, designed for Arenas and tournaments, in which each team were allowed no more than one of each Specialist weapon or ability, encouraging teams to plan each player’s role strategically for the mode of play.
Players get one (or multiple) votes that they can use to either ban or protect a specific piece of content from Create-a-Class, Scorestreaks or Specialists.
Developer Treyarch are infusing more strategy to online competition, while also allowing competitive organisations and individuals to decide what to restrict when it come to their own tournament guidelines.

The competitive and private match feature also allowed for protection of an item, meaning you can still get access to it even with another player's decision to ban it for everyone else.
