Reds chief executive Ian Ayre has flown to Florida where Shakhtar are currently at a winter training cam to open talks.
However, according to the Mirror, the Ukrainian club's billionaire owner Rinat Akhmetov turned down flat Liverpool's bid.
Akhmetov is reluctant to sell the attacker in this January transfer window unless their £39m asking price is met.
Chelsea have baulked at that valuation and have instead turned to Brazil striker Alexandre Pato in an £8m deal.
Liverpool are prepared to negotiate for Teixeira but may not want to meet his £40m price tag.
