Feghouli, 25, is refusing to sign a new deal in Spain as it stands and the in-demand Algeria international will become a fee agent.
Manchester United were reported to have made an "official approach" over the weekend.
But Spanish publication Fichajes claim Chelsea are keen to beat their rivals to his signature as a replacement for Eden Hazard, who they fear could leave.
Speculation as to Hazard's future has been rife after reports of a fall-out with manager Jose Mourinho emerged.
The Belgian was unwittingly dragged into the saga surrounding former club doctor Eva Carneiro.

Carneiro was publicly criticised by Mourinho for entering the pitch to treat Hazard in the Blues' 2-2 draw with Swansea earlier in the season - and was relived of her duties as a result.
The 24-year-old - who won the PFA player of the year last season - has suffered a drastic dip in form ever since.
And he has been heavily linked with a move abroad, with Real Madrid and Paris Saint-Germain understood to be monitoring his situation.
