The first matches around the country will take place in the build-up to Euro 2016 with coach Roy Hodgson hoping the nation will mobilise behind his team.
Express Sport revealed the plan last month and, following a £300m refinancing of Wembley, FA chief executive Martin Glenn has now guaranteed the move in the hope it will generate a better atmosphere.

"The England brand is more than London," said Glenn. "We've effectively refinanced the stadium which gives us a lot more financial stability, so from next year we will be holding some England games out of Wembley.
"Our aspiration is before the Euros and Roy would love to do it because it would get a real buzz behind the country and behind the team.
"If you go elsewhere, say Old Trafford or the Stadium of Light, you will get a lot more buzz. For 20,000 fewer people, you will get a lot more atmosphere."
Hodgson's side face Spain and France next month and Holland and Germany next March. Two more friendly matches will take place before Euro 2016 against teams - and now venues - to be confirmed.
In an interview with talkSPORT, Glenn also refused to rule out the possibility of Chelsea and Tottenham sharing Wembley simultaneously while both clubs' new stadiums are under development.
