Manchester United will tie up the deal for Pedro in the next 24 hours.
The Barcelona winger was in action last night in the 1-1 draw with Athletic Bilbao.
And United chief executive Ed Woodward was in town to clinch the signing.
Louis van Gaal wants the 28-year-old to add pace to his attack.
United have won both of their opening games 1-0 but have failed to impress going forward.
They face Club Bruges tonight in the Champions League play off.
But United have lost out to rival Manchester City in the race for Nicolas Otamendi.
The Argentina defender is set to join City on a five-year deal and will undergo a medical this week.
The fee for Otamendi is likely to be skewed by the deal for Alvaro Negredo which Valencia still haven't paid yet.
However, according to the Daily Mail, United have reignited their interest in Aymeric Laporte.
The young French defender was in action against Barcelona last night and while Woodward was there to watch Pedro he also ran the rule on the 21-year-old.
Laporte has a £36.5m buyout clause.
