The United winger posted a picture of himself on his official Twitter account holding a Dortmund shirt.
"Pleased to sign for Dortmund! Looking forward to new season," he said.
Reports emerged earlier today suggesting the two clubs were in advanced talks and it appears they have now reached an agreement.
Despite impressing so far this season, manager Louis van Gaal cannot guarantee the Belgium international first-team football and is keen for him to gain some experience elsewhere.
