Jurgen Klopp has promised not to overspend in an bid to sign Shakhtar Donetsk striker Alex Teixeira.
Liverpool chief executive Ian Ayre offered £24million for the Brazilian during face to face talks with Shakhtar officials in Florida on Wednesday but the Ukrainian's are understood to want around £38m.
However, Klopp is reluctant to be irresponsible with funds.
He said: "You can't just go we have money and throw it away and take any players you want," he said. "It is always about the decision. You can sign a lot of rubbish with money or you can make really good decisions.
"We have money but we are not in Disneyland and say, 'Come on, take what you want'. We have a budget, we work with it, we have a lot of things to do.
"The club is building a stand, things like this, this is for the long-term development of the club. Don't stand still, don't only live for now. This is for the future."
Chelsea have approached Thiago Silva's representatives, according to reports in Italy.

Italian outlet Tuttosport claim United are prepared to pay £48.4m (64m euros) for the 28-year-old.
And they will use the money from their huge Adidas sponsorship deal and the new TV broadcasting contract to fund the move.
