Juve, along with Spanish side Valencia, are thought to be trailing United midfielder Herrera.
Juventus coach Maximilliano Allegri and director Beppe Marotta are said to have watched Herrera in action during United's 0-0 draw with Chelsea last month.
And directors Fabio Paratici and Pavel Nedved are understood to have tracked the 26-year-old's performance against Swansea on 2 January.

A bid for the player, who cost United £27million two years ago, was expected to come in before February's deadline.
But Marotta has come out to deny Juve are interested in spending serious cash midway through the season.

“We are evaluating the development of the market, but I doubt there will be any big buys in January for the Serie A clubs,” Moratta told Italian outlet Mediaset Premium.
“We will not buy players just for the sake of it, as we already have a very competitive squad.
"We will simply evaluate any possible opportunities that arise."

Italian newspaper Tuttosport had earlier claimed that Juve were considering a loan bid for Herrera, with the option to buy in the summer.
Juve secured the loan arrival of at the start of the season and expect to make the deal permanent at the end of the campaign.
