Italian publication Corriere della Sera claim the Manchester United midfielder has said yes to a move to the Serie A outfit.
It is thought that United turned down Milan's initial loan move, but the two clubs are now prepared to do business on a permanent deal.
 
Milan president Silvio Berlusconi is reportedly yet to give the green light to start negotiations, but United are believed to want at least £14.6million for his services.
The Red Devils would be taking a huge loss on the Belgium international, having signing him for £27.5m in the summer of 2013.

Fellaini, who has started just five Premier League games this term, is keen to find regular football away from Old Trafford to secure his place at Euro 2016.
Milan initially wanted to sign his compatriot Axel Witsel, until Fellaini's name came up during talks with the Zenit star's representatives.
