The Ivorian defender has made just eight appearances this season after falling behind Dejan Lovren, Martin Skrtel and Mamadou Sakho in the pecking order at Anfield.
And Rome based newspaper Il Messaggero claim Lazio are keen on signing the 34-year-old defender in January.
They say the Italian side want Toure after injuries to Stefan de Vrij and Santiago Gentiletti.
Toure is out of contract in the summer so Liverpool could look to recoup a fee for the veteran defender.
Liverpool could be a busy January transfer window as manager Jurgen Klopp looks to bring in his own players after a mixed start to his tenure.
The Reds are in eighth place in the Premier League, six points off a place in the Champions League and face a busy month in three different competitions.
