Kroos was understood to be unsettled under former boss Rafa Benitez and asked his agent Volker Struth to talk to other clubs.
And according to the report Chelsea have held talks with Struth over a £40m move worth £4.5m a year to the German international.
 
Ezequiel Lavezzi's agent Alessandro Mogg has confirmed The Blues have made contact with Paris Saint-Germain.
"Inter Milan are most interested but there was interest from Barcelona and Chelsea, and we're talking with the Blues," he told Sport Mediaset.
"I can't rule out him only leaving Paris at the end of the season though, as Paris Saint-Germain have expressed an interest in keeping him."
 
Bayern Munich star Franck Ribery has confirmed Chelsea tried to sign him in 2009, when Carlo Ancelotti was in charge at Stamford Bridge.
"Ancelotti already wanted to sign me in 2009 when he was with Chelsea. That means he likes me as a player and that is obviously great," he told Sport Bild.
"We have already met, but we have not had extensive talks yet. But I always hear that he is very close to his players. This type of coach suits me."
