Manuel Pellegrini's side sit fourth in the table after thumping Sunderland 4-1 on Boxing Day.
City take on Leicester City tonight knowing a win would put them above the Foxes in second place and just a point behind leaders Arsenal.
Claudio Ranieri's side have surprised everybody this season, but former Liverpool captain Gerrard believes they won't be able to compete with the best in the second half of the season.
“I think there is an opportunity for six, seven sides, the chance to go and challenge for the Premier League, the likes of Arsenal and Spurs,” Gerrard said on BT Sport.
“City are looking favourites at the moment, I think. Leicester will eventually drop away just because of the size of their squad.”

Bookmaker SkyBet currently have Arsenal and City as joint favourites to lift the Premier League trophy, while Tottenham are priced at 11/1.
The Foxes come in at 14/1, but that could all change should they take all three points from City at the King Power Stadium tonight (7.45pm).
