The South Wales Evening Post claim the Swans have registered their interest in the England international and he is keen to leave White Hart Lane.
First-team opportunities have come at premium this season and manager Mauricio Pochettino is understood to be willing to let him leave.
With Euro 2016 on the horizon, Townsend fears sitting on the sidelines could cost him a spot in Roy Hodgson’s England squad.
Newcastle have also been linked with a move and the 24-year-old’s desire to leave could prompt a bidding war for his services in January.
A loan move remains an option as well and the Magpies are reported to be keen on a temporary deal.
Spurs could fill the gap by going back in for Crystal Palace star Yannick Bolasie after failing to sign him in the summer.
Palace are thought to be holding out for £40million and Liverpool could yet have a say in where his future lies.
Alan Pardew is previously quoted as saying that he would only sell “if someone wants to give me £40m to £60m”.
However, getting a replacement for Townsend might not be a priority for Spurs as they now have options on the wings, with the summer acquisitions of Clinton N’Jie and Son Heung-Min.
