The Toffees have not won the clash at home for five years now, however they go into the game in fine form.
They currently sit four places above their city rivals in the Premier League table and know that a win will keep them comfortably above the Reds.
Liverpool on the other hand are feeling the pressure this term with talk of Brendan Rodgers' sack looming over the club.
After a morale-boosting win over Aston Villa last weekend, the Anfield side slipped back to their old ways with a stuttering 1-1 draw against Sion in the Europa League.
And USA international Howard admits Everton are ready to take advantage and have one of the strongest squads for many a season.
"We have to continue to concentrate on our performance," he said.

"Mentally, we're resilient, we're tough and the squad is as deep as it's ever been.
"More so than ever, we're ready to perform and get the win. But it's every week we feel that way, and it's not something that will change for us."
