That is according to Sky Italia, who claim the Gunners pursued the Italy international until the last minute of the window.
Arsenal reportedly opened negotiations with Juve yesterday, but failed to reach an agreement due to his £22.1million price-tag.
The Serie A giants were keen to keep hold of Zaza as the European window shut on Monday, meaning they wouldn't be able to sign a replacement.
The 24-year-old, formerly of Atalanta, Sampdoria and Sassuolo, has also been linked with Premier League rivals Tottenham and West Ham.
Arsene Wenger was expected to complete a deal for a new striker, with Paris Saint-Germain's Edinson Cavani also thought to be high on the Frenchman's shortlist.
