The former Chelsea midfielder completed a stunning late switch to Manchester City just before the transfer window slammed shut around Europe.
But it appears the 24-year-old was not short of admirers before City swooped in to secure one of the summer's biggest transfer coups.
Patrick De Koster, who represents the Belgian, also revealed Paris Saint-Germain were keen and interest from across Europe prompted City to act quickly.
"We had heard that Bayern had an interest," De Koster said.
"I then called them myself and we moved things along quite quickly, but two days later Bayern decided not to do it.
"I didn't use Bayern to drive up the price. I'm not a carpet salesman. PSG were also interested.
"That surprised City, because the sheikhs [the owners of the two clubs] know each other well.
"Wolfsburg understood that it wouldn't hurt to listen. Then we started building towards the deal, with the amounts getting higher and higher. Eventually the pieces all fell together."
