After opening up with three draws against Everton, West Brom and Southampton, Watford face their biggest test to date on Saturday.
City have already put down a marker that they are intent to regain the Premier League crown.
Manuel Pellegrini's men are in the only top-flight club to boast a 100 per cent record and they are still yet to concede a goal.
Watford, on the other hand, have not scored for the last four hours, including their Capital One Cup exit at Championship side Preston in midweek.
Hornets boss Flores said: "It's very difficult to play against these type of teams who have a lot of players who can make the difference.
"In this case we need to be confident and keep our style.
"We have reasons to be confident and we are happy as it's not easy to start a new league at a new level.
"The idea is to be competitive against these type of teams. It's important to find a weakness of the opponent. It's difficult, but not impossible. We have our own tools.
"But they are an amazing team, a very difficult team. They have amazing strikers, in the middle they are strong have and power in defence.
"But we try and analyse all the teams and we will have opportunities to do something ourselves.
"Who do you mark. Silva, Aguero or Navas? There is the philosophy of Navas, the speed of Aguero, the intelligence of Silva and the ability of Yaya. We will have to prepare the best plan as possible."
Flores will once again lock horns against Pellegrini at the Etihad.
The pair were rivals during their managerial stints in Spanish football and Flores said: "I respect Pellegrini as a person and as a coach.
"I came up against him a lot of times. I remember he was always good and provided tough competition."
