The former Chelsea midfielder has been linked with a move the City all summer but the latest photos circulating on Twitter suggest a deal is almost complete.
Wolfsburg's sporting director confirmed a deal was in place for the Belgian to return to the Premier League on Friday.
"We will complete everything either tonight or tomorrow," Allofs told reporters. "De Bruyne is off to Manchester City.

"I explained at the presser [on Thursday] that we had begun talks, those talks have progressed. Now only minor issues remain."German television channel Sport 1 tweeted pictures showing the midfielder boarding a plane to Manchester ahead of his £50m-plus move.
The 24-year-old departed Chelsea only 18 months ago in an £18million move but now looks set for a second chance in the top flight.
De Bruyne's arrival will see City's summer spending total in excess of £100million after Fabian Delph, Raheem Sterling and Nicolas Otamendi all completed big-money moves.
Manuel Pellegrini's side host Watford this afternoon (3pm) and will be hoping to extend their lead at the top of the table.
