The United chief executive travelled to Barcelona last week to thrash out a deal for the Spain international.
However, Chelsea hijacked the move and paid £21.4m to bring Pedro to Stamford Bridge.
United boss Louis van Gaal has since denied his interest in the 28-year-old with the club linked instead to Brazil superstar Neymar.
But Woodward is said to have been in bullish mood despite seeing Pedro sign for United's title rivals - and go on to score and make an assist on his debut.
The Daily Mail claim the thrust of Woodward's message to associates the morning after Chelsea moved for Pedro was: "Don't worry, we have bigger targets. The Pedro thing will eventually be forgotten.
Bayern Munich ace Thomas Muller and Real Madrid star Gareth Bale are also on United's radar, with the club keen on making a big-name signing before Tuesday's transfer deadline.
Under the British accountant United have signed the likes of Angel Di Maria, Juan Mata and Radamel Falcao but failed to land Bale, Cesc Fabregas, Thiago Alcantara and Sergio Ramos.
