The 18-year-old, who is highly regarded at the Emirates, will join the Scottish side on a season long loan deal.
Zelalem joined Arsenal in 2013 and has made two first team appearances for the club.
The Daily Record claim the youngster will attend Rangers' clash with Hibs on Sunday at Ibrox before joining up with the squad.
And Rangers boss Mark Warburton spoke glowingly about the American under-20 international.
"He’s an extremely talented ball player who sees a pass, is very creative and one of the young gems at Arsenal," he said.
"He’s a No.8 or a 10, slight in frame but very clever."
