Arsenal are reportedly still hoping to land Karim Benzema.
The Real Madrid striker has also garnered interest from Manchester United.
But reports suggest a £45million bid is required in order for the Gunners to lure Benzema to the Emirates.
Arsenal chief Alisher Usmanov admits the club are still one man short ahead of the new season.
He told CNN: "If there aren't (any) severe injuries, (manager Arsene Wenger) has got a great chance to compete with teams like Chelsea, Manchester United and Manchester City.
"The championship will be decided between these four teams."
Thierry Henry believes Arsenal need to make more signings before the window closes.
The Gunners have been linked to Benzema and Henry thinks his old club have a shot at winning the title if they make a marquee addition to their squad.
He said: "I think that Arsenal can have a chance of winning the title.
"Why? Because if they can find the consistency they’ve been lacking and make sure they don’t get any injuries, they can challenge."
Real Madrid midfielder Asier Illarramendi has reportedly been told to find another club.
Liverpool and Arsenal have both been on his tail.
It was previously suggested Illarramendi would fight for a starting spot at Real, but Rafa Benitez has told him he has no future at the club.
