Premier League rivals Manchester United and Juventus have both been linked with the Germany international.
However the Gunners look set to make the first move, offering an initial fee of £17.9m with add-ons believed to total £2.8m.
Mario Gotze's relationship with Pep Guardiola is said to be reaching breaking point, according to Giovane Elber.
Arsenal have been linked with a move for the German international, and this latest information from inside Bayern Munich bodes well for a possible move.
Elber, who made 265 appearances for the club, said: "There is a huge difference between how he played for Dortmund and how he plays for Bayern.
