That is according to reports that Real Madrid would be willing to sell if the Gunners come with a big enough bid.
Today Arsenal chief Alisher Usmanov said they were still a man short despite the new season starting this weekend.
"If there aren't (any) severe injuries, (manager Arsene Wenger) has got a great chance to compete with teams like Chelsea, Manchester United and Manchester City," Usmanov told CNN.
"The championship will be decided between these four teams.
"With the team that Arsene has put together, except for one position, I think it's a club that's ready to successfully fight for European cups."

But the former Chelsea goalkeeper has already helped them claim the Community Shield.
However, with just Olivier Giroud, Danny Welbeck and Theo Walcott in attack, their main concern is their lack of elite quality in front of goal.
And according to the Daily Mail the France international is in reach if Wenger will break his transfer record.
That record currently stands at £42.5m for Mesut Ozil - from Madrid in 2013 - while Alexis Sanchez cost the Frenchman around £35m last summer.
Benzema, 27, scored 15 La Liga goals last term in 29 appearances and recorded ten assists.
Arsenal's top scorer Sanchez hit 16 while Giroud scored 14 times in 27 appearance.
Earlier in the week Madrid boss Rafa Benitez said he hoped Benzema - and everyone else - would stay put.
He said: "He will stay with us, I can't see any reason why he would leave.
"We are very happy with him."
But Arsenal midfielder Santi Cazorla admitted he'd love to have him at the Emirates.
He said: "Benzema fits into any team. The good players fit well in every side. He has quality and would adapt great."
Manchester United have also been linked with Benzema however their relationship with Madrid appears to have soured due to the Sergio Ramos and David De Gea sagas.
