The outage, which began at around 2:30am UK time, is being felt most in the United States and western Europe, according to the website DownDetector.
Twitter user Auryonn Alexis, based in Kansas, wrote: "Neither my friends or myself can snaps to people. It keeps failing."
Another US-based user said: "Why does my Snapchat say I have no internet connection when I clearly do? I've reset the app and turned off my phone?"
A spokeman for the app, which last suffered an outage in late January, has not yet commented on the issues.
Snapchat was launched in late 2011 by Evan Spiegel, Bobby Murphy and Reggie Brown when they were students in Stanford, California.
The app is used by celebrities such as Kylie Jenner, Miley Cyrus and Rihanna, with a total of eight million videos shared every day.

Last week NewsNewsBlog.blogspot.com reported that Cardiff University students were being reported over a controversial Snapchat group.
The group, which boasts more than 500 members, reportedly features selfies of students posing naked and taking class A drugs.
A university spokesman said: "We'd remind our students they need to be extremely careful and show some common sense about what they say or show online."
