The Gunners moved back to the top of the table on Monday after goals from Gabriel and Mesut Ozil helped Arsene Wenger's side ease to a 2-0 victory against Bournemouth.
City are currently four points off of Arsenal in fourth place heading into tonight's clash with Leicester.
But the absence of Vincent Kompany from the heart of City's defence with a calf problem has exposed his replacements Eliaquim Mangala and Nicolas Otamendi.
Away from home they have conceded eight goals in eight games and Savage believes their poor defence gives the Gunners the edge in the title race.
He told BT Sport: "I just think without Kompany, defensively, away from home they are shocking.
"They don't score many goals away from home either, with just eight goals in eight matches, so I'd put Arsenal down as slight favourites [for the title]."
