Liverpool may have to pay a record £10million for Danny Ings.
The England striker made the move to Anfield in the summer after his Burnley contract expired.
But, being under 24, means Liverpool must pay a compensation fee for Ings.
The two clubs could not broker an agreement with Liverpool valuing Ings at around £5m-£6m and Burnley claiming they had an offer from Tottenham that valued the striker at £12m.
Now the process towards a tribunal is finally underway after the Premier League asked Liverpool for their submissions. Burnley will also present their case.
Victor Valdes has sent Manchester United boss Louis van Gaal a message ahead of the January transfer window.

However, Sportske report that Red Star sporting director Zvedzan Terzic has no intention of selling the Serbian until August.
“Grujic is one of our best players,” he said.
“He can’t leave the club before August, or in any case not before the end of the season.
“If we can’t guarantee support from the sponsors of the club, then there’s the possibility of signing a pre-contract with a club, but he’ll stay with us until the end of August, until the end of the European preliminaries.
“Grujic’s family has always behaved well with us, in fact four months ago we renewed until 2018, showing great understanding with the club."
