The duo face at least three weeks out after Tuesday's 3-0 Capital One Cup loss at Sheffield Wednesday after Walcott replaced Oxlade-Chamberlain only to also suffer a muscular injury.
Wenger is happy to have winger Joel Campbell and striker Alex Iwobi to provide cover in their absence, but insists he won't play Santi Cazorla out of position.
On potential replacements, he added: "Campbell and Alex Iwobi. Santi can play there as well but he has become very important centrally.
"The problem sometimes is that you can destroy two departments if you move one player out. We control the ball better with Santi in the middle."
