Mourinho is under huge pressure at Chelsea after a dismal start to the season in which the Blues have already lost seven games.
The west London side currently sit 15th in the Premier League table and pressure is growing on Mourinho, who was sent to the stands in the 2-1 loss to West Ham on Saturday and charged with misconduct by the FA following the defeat.
Mourinho could be banned from the dugout for the crucial clash with Liverpool on Saturday but Lampard, Chelsea’s record goalscorer with 211 goals, still thinks he is the right man to take the Blues back to the top.
The 37-year-old, who is now playing for New York City, was back in London on Tuesday to receive an OBE from Prince William at Buckingham Palace.
He told Sky Sports: "He's a winner, his record says that and it will be hurting him. But I have no doubt about his ability and it will get him through.
"Chelsea will be back. It's a blip. You don't expect them to lose that many games at the start of the season but they'll turn it around.
"They have great ability in the squad. It'll be difficult to win the Premier League now but they'll move up to where they belong soon.
"There are too many players who are not quite in form at the moment and that's why they are having problems."
