TMW report the Blues have sent scouts to track the midfielder's progress in a bid to lure him to the Premier League in January.
The 19-year-old has already had an offer from Hamburg, but opted to sign a new contract with Red Star - keeping him at the Serbian club until 2018.
Manchester United have also got their eyes set on young talent in the form of Wolves striker Niall Ennis.
The 16-year-old is a top prospect with a host of Premier League clubs showing interest, including Manchester City and Chelsea.
Arsenal target Edinson Cavani has revealed he had a number of chances to leave Paris Saint-Germain in the summer.
He told French publication Journal du Dimanche: “Many transfer opportunities presented themselves.
“But PSG has always trusted me, this is the club who can give me what is better.”
