De Bruyne, the former Chelsea midfielder, will take City's summer spending to £162m.
The Premier League's early pace-setters have already signed Nicolas Otamendi, Raheem Sterling, Fabian Delph and Patrick Roberts.
And De Bruyne is set to be their last signing as Manuel Pellegrini aims to win back the title.
On Friday the Chilean admitted he was still in the market for a player.
"The window closes on September 1. Before that nobody knows what will happen," he said. "All the teams have the same options to bring in another player or maybe not to bring in anyone. De Bruyne? I don’t talk about rumours. When things are finished, then I can talk about them."
And this evening German paper Bild report that a fee has been agreed between the clubs.
The Belgium midfielder was on Chelsea's books for two years, spending time at Genk and Werder Bremen on loan, before joining Wolfsburg for £18m in January 2014.
Last season he broke the Bundesliga record for number of assists and scored 18 goals in all competitions.
