Santi Cazorla and Francis Coquelin both struggled against Tottenham and Neville fears that the Frenchman must find cover for the duo in case they suffer injury.
"It's the one big black mark that I've got over Arsene Wenger these last 10 years - why hasn't he identified the issue with central midfield because they cannot win the league with these types of players. It can't happen," Neville said on co-commentary for Sky Sports.

And in transfer news, Arsenal could miss out on the signing of Schalke midfielder Leroy Sane, according to Bundesliga expert Jan Aage Fjortoft.
The Gunners have been linked with a move for the 18-year-old with the winger scoring five goals in 15 appearances for the German club.
But Liverpool are now emerging as key contenders for his signing.
Fjortoft tweeted: “I expect Liverpool and Klopp go "big time" for Schalke-striker Leroy Sane #LFC.”
