Klopp, 48, has been in charge of the Reds for four games after Brendan Rodgers was sacked during the international break.
The German is yet to oversee a defeat and takes his side to a beleaguered Chelsea for tomorrow’s 12.45pm kick off.
And Mourinho insists there is nothing new about the Liverpool squad since Klopp’s appointment on Merseyside.
“They were a good team, they are a good team,” the Portuguese said. “They had good players, they have good players. They had a very good manager, they have a new very good manager.
“Everything is the same. They have changed some details obviously in their tactical approach, but this is the nature of the game, especially when you are thinking and speaking about two top managers.
“When you change a top manager to another top one the level is high.
“They know what to do, there is just a little bit of difference about the way they think about football.”
Mourinho is under pressure to get results at Chelsea as their Premier League title defence stutters.
They currently sit 15th in the table after losing five of their 10 top-flight games this term.
Klopp, meanwhile, appears to still be enjoying his honeymoon period at Anfield.
“About Jurgen I just say I am not a close friend, because football doesn’t normally allow that, but he is a guy I like a lot,” Mourinho said.
“We have a good relationship, and as a manager his work speaks and in spite of the last season to forget, I consider him one of the top managers in Europe.”
